Should the city council fill the vacancy for Mayor?

Two questions:

1. Should the city council fill the vacancy for the Mayor? A yes means that a Mayor will be appointed by the council. A no means that an appointment will not be made for the Mayor’s seat, and only four council members will represent the city council (absent a Mayor) until the next election can be held in November, 2012.

2. If the city council fills the vacancy should the council promote someone from council or seek an “old hand” caretaker who i) promises to not run and ii) won’t endorse anyone in the 2012 Mayor’s race?

    If a council member is appointed it looks political and reeks of cronyism.
